So you can set the budget to minimum and close off all the worker slots. It will still contribute to the multiculture, though. The influence circle seemingly doesn't care one iota about the building for the plantation itself. However, there is a way to get ONE Cattle Ranch to influence NINE plantations, all of which multiculture together for an 80% bonus from multi culture and 10% from manure fertilizer. In the only plantation block I have seen since the updates to the game in June, they say that a Cattle Ranch can only affect the plantations on the end of the block, next to it. Manure Fertilizer on the other hand, its influence circle is tiny. I think this is due to it not crossing roads, but there is another factor that I will get to in a second. In current Tropico 6, you can seemingly have 8 other farms, all of different crops, lit up in the influence circle of the ninth plantation, but you'll only get a 60% or so bonus from multiculture. When I looked for layout strategies for agriculture I only found things from the beta and early release, where Multi Culture and Manure Fertilizer were both busted and either applied to the entire island, or worked across roads. So this may be common knowledge already, I don't know. TL DR I found a really efficient plantation layout.
